GUIDELINES FOR LIVING OFF CAMPUS
"Please Respect Our Neighborhood, Just As You Would Your Parent's Neighborhood"

NOISE: The City of Syracuse has a noise ordinance prohibiting amplified noise projecting across property lines. This means no speakers in windows, loud radios, etc. or parties held in the open that transmit such noise. Complaints about infraction s can be made to the Police at 442-5111. The Police will confiscate stereo equipment from those ticketed.

PARTIES: Parties held inside private residences are the responsibility of the tenant and owner. If they spill out onto porches the above o rdinances applies. Caution should be taken in inviting mass numbers of people for your own safety and security. The Syracuse Police Department will respond to reports of parties that seem to be mushrooming to more than 20 people. They would rather resp ond to calls earlier than later. Parties "carding" people and selling alcoholic beverages are illegal. The sale or distribution of alcohol or drugs to minors if suspected should be reported to the City Police Drug Unit at 425-1034, or the U.S.D.E.A. at 716-163-3180. Additionally, it should be noted that the City has an open container law prohibiting the carrying of opened alcoholic beverages along streets or on sidewalks. Inebriated and drug dosed individuals appearing as a danger to themselves or ot hers should be reported to the Police at 422-5111, Substance Abuse at 428-4113, the NYS Office of Mental Health at 473-4980, or the Rescue Mission at 471-7876.

BARBECUES: The City fire ordinances prohibit the use of any open flame device on porc hes or overhangs. Grills must be placed at least 12 feet from a structure. Violations should be reported to fire control at 471-1161.

GARBAGE: The use of plastic bags and sloppy disposal has led to an increase of rats, skunks and raccoons in t he area. Garbage that is not disposed of properly should be reported to the tenant, landlord and the City at 448-CITY. Rabid appearing animals should be reported to the Onondaga Health Department at 435-3165. Garbage should only be put out the night be fore collection at the earliest; signs on your street indicate the day of collection.

LITTER: Tenants and landlords are responsible for the collection of trash on rental property. Broken glass bottles, plastic cups, food wrappers, and other detritus are dangerous and unsightly. Tenants should be approached to clean up any litter and landlords called if action is not taken. Complaints can be reported at 448-5111.

PARKING: Parking on front lawns, parking across sidewalks (for however short a time) is in violation of the law as a safety threat to pedestrians who are forced to walk off the sidewalks. Violators should be reported to the police at 442-5111.

SPEEDING: Radar surveillance for both Lancaster and Euclid Ave. has been requested. Cars that are exceeding the posted 30 mph speed limit or being driven recklessly can be reported to the Police at 442-5111.

BICYCLES: Bicycles/motorcycles are prohibited from being ridden on sidewalks and yards. Riders must adhere to NYS laws which include night lighting, and rider signaling, as well as one ear off cassette players.

FIREWORKS: NYS law prohibits the possession and use of fireworks. Display or use of fireworks should be reported to the Police at 442-5111.

FOUL LANGUAGE: Please use acceptable language that does not demean you or your neighbors or their children.
